Don’t call 999 to report hosepipe ban breaches, say police

Police have urged people not to call 999 to report breaches of the hosepipe ban in the Harrogate district.

Yorkshire Water announced the ban this month following days of dry weather and high temperatures.

It comes into force today and is the first hosepipe ban in the area since 1995.

Now, North Yorkshire Police has urged the public not to report any breaches to the force.

Police said in a statement that any flouting of the ban was a civil matter not a criminal one and any calls would divert handlers away from “real emergencies”.

The force said:

“In other parts of the county, we’ve already seen colleagues receiving hundreds of 999 calls about the hosepipe bans, even before restrictions come into place.

“But the hosepipe ban is a civil matter, not a criminal one, and should not be reported to the police.

“And crucially, every call made to the police about the hosepipe ban is diverting our call handlers away from dealing with real emergencies.”

Police have urged people to follow advice on the Yorkshire Water website if they suspect potential breaches of the ban.

It comes as the Harrogate district is officially in drought following long spells of dry weather this summer.

The Environment Agency declared the drought status last week. The last drought in Yorkshire was declared in autumn 2018.

On the hosepipe ban, Neil Dewis, director of water at Yorkshire Water, said:

“Parts of Yorkshire have seen the lowest rainfall since our records began more than 130 years ago.

“The hot, dry, weather means that Yorkshire’s rivers are running low and our reservoirs are around 20% lower than we would expect for this time of year.

“We’ve been doing everything we can to avoid putting in restrictions but unfortunately, they’re now necessary as part of our drought planning.”

The hosepipe ban includes:

Watering a garden using a hosepipe
Cleaning vehicles or boats using a hosepipe
Watering plants with a hosepipe
Filling or maintaining a domestic swimming or paddling pool
Drawing water, using a hosepipe, for domestic recreational use
Cleaning walls or windows of domestic premises using a hosepipe
Cleaning paths or patios using a hosepipe
Cleaning other artificial outdoor surfaces using a hosepipe

People can still undertake these activities without using a hosepipe if they use tap water from a bucket or watering can; or use water that is not sourced from taps such as grey water, rainwater from a water butt, or a private borehole, for example.

Businesses will be allowed to use a hosepipe if it is directly related to a commercial purpose.

There are restrictions on using a hosepipe if not for those essential commercial needs – so using a hosepipe to clean a path outside a business property, for example, would not be allowed.

Blue badge holders, those on Yorkshire Water’s Priority Services register or WaterSure tariff for medical reasons, are also excluded from the ban.

Police plea to Ripon parents after anti-social behaviour complaints

North Yorkshire Police issued a plea to parents tonight to keep an eye on their children after receiving complaints of anti-social behaviour in Ripon.

In a statement on social media, the force asked parents if they knew where their children were and what they were doing.

It added:

“We are getting calls of anti-social behaviour in Ripon city centre.

“This is in the form of large groups being disrespectful to members of the public.

“Ripon police are out and about but as you can imagine we cannot be everywhere at once.”

The post then urged parents to “get in touch with your children and help us by knowing where they are and what they are doing”.

Police seize drugs, knife and machete from car near Harrogate

Police seized a large quantity of suspected class-A drugs, a machete and a knife after stopping a car near Harrogate last night.

Three men from Leeds, all aged 18, were arrested after police found the substances within one of the vehicle’s door panels.

Officers from North Yorkshire Police‘s Expedite team, which specialises in tackling county lines drug dealing, made the stop on the outskirts of Harrogate following intelligence reports.

A police statement today said:

“All three occupants gave differing stories about why they were in the area and were arrested.

“Police took the suspects and the vehicle to a police station for a full search and found a significant amount of what is believed to be class-A drugs stashed in the door panel.

“The substance has been sent away for lab analysis as part of the investigation.

“Officers also recovered and seized a machete and kitchen knife, along with other drugs, cash and items commonly associated with drug dealing.”

Police appeal after man assaulted in Harrogate

North Yorkshire Police is appealing for information about an assault in Harrogate in the early hours of Sunday morning.

The incident happened on Parliament Street at about 4.30am when a man, who was walking up the street towards Piccolino restaurant, was grabbed by the throat and thrown to the ground.

A police statement this afternoon said:

“The victim received minor injuries in the incident and we are requesting the public’s assistance to help establish the full circumstances.

“In particular, we are appealing for information about a man who was stood with a small group of other men near to Piccolinos, who is described as around 35 years old, six feet tall and with short brown hair.

“Officers believe he may hold important information which would assist the investigation.”

Motorcyclist seriously injured in A1(M) crash near Boroughbridge

A motorcyclist was airlifted to hospital after suffering serious injuries in a major crash on the A1(M) near Boroughbridge yesterday afternoon.

Police are appealing for witnesses and dashcam footage following the single-vehicle collision, which happened at around 3.30pm on the northbound carriageway, just south of junction 49.

The rider of a yellow Honda Z125 motorbike, a man in his 40s, came off the bike and was taken to hospital by air ambulance for treatment.

The road was closed between junction 48 (Boroughbridge interchange) and junction 49 (Dishforth interchange) to allow emergency services and the air ambulance to attend the scene. It re-opened at around 6.45pm.

Motorists faced delays of up to an hour.

Any witnesses, or anyone who has dashcam footage of the collision itself, or of the motorcycle involved prior to the collision, is asked to contact North Yorkshire Police.

Serious collision causing long delays on A1 at Boroughbridge

Police are currently dealing with a serious collision on the A1(M).

It’s on the northbound carriageway between the Boroughbridge interchange at junction 48 and junction 49 at Dishforth.

Both carriageways closed to allow emergency services and the air ambulance to attend.

The southbound carriageway has reopened but the northbound route remains closed and is causing hour-long delays.

Cyclist suffered ‘serious injuries’ in Harrogate crash

A cyclist suffered serious injuries in a crash with a car in Harrogate yesterday, police said today.

A stretch of Cold Bath Road was closed for hours following the collision at the junction with West Cliffe Grove.

The air ambulance landed on the Stray so paramedics could offer medical treatment quickly.

North Yorkshire Police said it had now traced the driver of a dark-coloured hatchback who they appealed for help finding yesterday.

Officers are now appealing to anyone who saw a white Vauxhall Viva travelling uphill on Cold Bath Road from the direction of the Fat Badger hotel bar roundabout or saw the cyclist travelling in the opposite direction to get in touch.

“The rider of the pedal cycle suffered serious injuries at the scene and was taken to hospital for medical treatment following the incident at around 1.40pm on Friday.

Missing Boroughbridge teen found

A Boroughbridge woman who failed to return home on Friday night has been found.

North Yorkshire Police issued an appeal for help finding the woman after she went missing.

It issued photos and a description and asked people to get in touch with details of possible sightings.

Police said yesterday the girl had been found.

Harrogate police accused of incompetence over attack on cleaners’ car

The owner of a contract cleaning company in Harrogate has accused the police of being incompetent after a man smashed up his staff’s car.

David Whan, who did not want to say the name of his company for fear of being targeted, said a man, who appeared to be drunk, accused two staff members of hitting him with their car when they parked outside the office they were due to clean off Victoria Avenue on the evening of July 19.

The staff members denied hitting him and went into the empty office to clean it.

Mr Whan said the man then returned with an axe and a hammer and tried to break into the office to attack them.

The two cleaners, seeing him return, ran downstairs and locked the front door. When the man couldn’t get into the office, he started to attack their car.

The man smashed the car windows, lights and doors of the vehicle, causing thousands of pounds of damage. The cleaners called the police and the man ran off when they arrived.

Mr Whan told the Stray Ferret:

“Had that man hit anyone, he could certainly have killed them, such was the damage to the car and the force he used.”

Mr Whan said the two staff members gave the police a detailed description of the man and the officer said he thought he knew who it might be, even mentioning his first name.

However, they were later told that there was “insufficient evidence” and there was nothing more they could do.

Mr Whan told the Stray Ferret:

“I call this complete incompetence. I call it lazy policing. Why haven’t they checked for any CCTV? They had a very accurate description yet made no effort to follow it up.

“This means there is someone wandering around who’s done criminal damage and could have killed someone yet they’re doing nothing. How does that make my staff feel?

“I have staff working late at night and in empty offices who ought to feel safe. I can’t accept this, I am really cross.”

Mr Whan has written to his MP, Andrew Jones, to the Police, Fire and Crime Commissioner and to the chief constable, to get some answers.

In a statement, North Yorkshire Police said officers had checked for CCTV:

“Around 5.45pm on 19 July, officers were called to reports of a man being threatened by another man outside an address on South Park Road in Harrogate.

“Officers attended and took a description of the offender but following a search of the local area, no offender was located. CCTV enquiries were made and found no CCTV covering the location of the offence.

“With very limited further investigative opportunities, the incident was closed.

“When a crime is reported our officers will follow all available lines of enquiry to locate an offender or offenders, as well as providing safeguarding and support to victims.

“Unfortunately, if there are no further investigative opportunities then we cannot take any further action.”

 

Missing Masham girl found

A missing teenager from Masham has been found, police said today.

North Yorkshire Police issued an appeal yesterday morning to locate the girl, after she failed to return home the previous day.

It urged anyone with information to come forward.

This morning the force said the girl has been found.

We have consequently amended our website and social media posts to conceal her identity.

The 15-year old girl who went missing from Masham on Wednesday 3 August has been found.
